Bill to drug test food stamps recipients head to the governors desk

Jan 17, 2011 - Damien Johnson, Webmaster

The Missouri Legislature finally passes legislation to drug test food stamp recipients, HR 73. All food stamp recipients wouldn't be tested, but only ones who the Department of Family Services have reasonable cause to believe that to be using will be tested. A positive test could result in lost of benefits, depending on the outcome of an administrative hearing. If the recipient is a parent, children will receive benefits through a third party payee.

I talked with Senate Leader Rob Mayer and asked him, "If children from a third party payee receives benefits, how do you know that that the parents wouldn't benefit." I explain to him that when you bring food into the house, you share one refrigerator. Thus, this bill will effect children as well. Budget Director Luebbering oppose such legislation because it could cost $35-$50 per test. Moreover, there is no evidence that a person on welfare significantly uses more illegal drugs than a person who is not.
